the following localities appear to be duplicates. If they are, they should probably be merged:

According to Wikipedia (https://en.wikipedia.org/wiki/Bethlehem,_Pennsylvania) the borders of the city of Bethlehem do indeed cross county borders, so maybe it would be best to turn it into a non-hierarchical locality within the state of Pennsylvania?
